I think you are talking about Alerts.
The main reason why Alert feature notifications are not received is that the user has set multiple Alerts e.g. Wind and Rain and Temperature… In this case, there is almost no chance that you will receive a notification because it would require all of these conditions to occur at the same time.
Try to set only one Alert, for Temperature for instance.
Then to receive a notification on your smartphone you must allow Windy to send you notifications, in your phone settings. The notification appears on the LockScreen of your phone and with a number on your profile picture in Windy, but never by SMS.
