      Would it be possible to have an overlay that graphically displays the difference between the present temperature and the historical average for the location?

        The ECMWF provides such a map where the predicted daily mean temperature is compared to the daily mean temperatures of the so-called Normal Climate i.e. to the Normal Temperatures.

        In fact, they use their M-model to estimate the "historical" daily average temperatures anywhere on the globe, since there are no weather stations everywhere.
        This type of map is commonly known as Temperature Anomaly.
