The ECMWF predict 97% cloudiness at 11h today, that’s not sunny:

And temperature forecast is 1°C

So there is no bug. And even when a weather model don’t predict exactly some parameter values such as temperature, wind or cloudiness, it is not a bug, just an inaccuracy. No need to post for that because Windy cannot do anything about this type of inaccuracy.
