Please forget that word ´telemetry’ ! There is no measurement in this table. If you see some rain or snow during few previous hours, they are the forecasts by the weather model for these previous hours.
Then, please select Meteogram instead of Basic to see the proportion of snow and rain when it is wet snow. The model computes the height of snow and the height of rain which are predicted to fall. To estimate the height of snow, it uses the ratio: 1cm of snow = 1mm of water when melting (or 1 inch of snow = 0.1 inch of water). May be you were confused because 0.4 inch of snow is small which means 0.04 inch of water when melting.
Snow is in light blue, rain in dark blue and convective rain in purple. In addition snow height figures show IN letters. But figures are not easy to read on the dark background.

@idefix37 sorry, i didn't know what to call the banner at the bottom of the screen that I screenshot that has both telemetry (i'd assume) and predictions. but yes, bottom line, I was wondering if the 0.7in in the Friday 1300 column represents inches of water or snow accumulation. I know it's going to accumulate as snow based on the elevation but if it's measured in water then 0.7 would be closer to 10 to 12x the snow accumulation depending on the moisture in the snow

I don't understand what you mean by "telemetry forecast".
Telemetry is "the process of recording and transmitting the readings of an instrument".
In Windy there is no recording of instrument shown.
In your screenshot these amounts of rain or snow are those predicted by the ECMWF weather model at every 3h-step.

Windy gets the data 4 times a day and shows them 2 times a day for free-users.
This data is send by the European Center for Medium-range Weather Forecasts (ECMWF). But you can select other weather models like those of the NOAA (GFS, NAM, HRRR)

@swashworth I assume snow, the icon above shows snow. The icon would show raindrops if it were rain, and also you wouldn't see the units in that graphic you're showing if it were rain, it would just show the number.

That's my best guess lol

To which measurement or reported values are you referring? Windy does not show measurements or reported quantities of rain / snow, only forecasts.
If you talk about the Rain layer, it includes snow and you can find for instance ´Rain with snow’ :

Same in Meteogram which shows the mix of water and snow.

So this layer must be understood as total precipitation.
