A workaround on iPad to get the Route planner needs to install a browser like Chrome to open Windy.com via this browser. If you try to do it via Safari you are directly linked to the mobile app.
In Chrome you have to bookmark this link as favorite:
https://www.windy.com/plugins?47.398,0.704,5
It allows you access to Windy plugins. Then load the Flight planner plugin and place waypoints on the map. Finally click Rplanner in left menu and you get the Route planner panel.
You can use it for sailing not only for flying :)

You don’t find the Route planner on your phone or your iPad because this feature is not available in the mobile app, only on desktop.
However I can give you a workaround on IPad to use the Route planner.
