I have a premium subscription with windy.com I use on my computer at home. Do I need to pay for a premium subscription for the app for my iPhone as well? There is no premium subscription when I use the app on my iPhone?

No, you don’t need to pay for an other subscription for your second device.
You just need to log in with the same account credentials.
