Strange cloud formation over Madeira, Portugal

Can someone explain to me what this cloud formation is? It was taken 2 days back by my wife over Madeira Island with a standard smart phone. I've never seen anything like it here before! Is it weather manipulation?

If you speak about the small granular clouds, it could be Cirrocumulus and may be Cirrocumulus floccus.
In your browser search bar type Cirrocumulus and then select Images.
In any case it is NOT weather manipulation which is just a crazy conspiracy theory !! -
