I am trying to understand the cloud levels and cloud tops. For example I see a forecast for 100% medium clouds but cloud tops at 1500 feet. How can that be if the medium level is circa 2000 to 6500 meters?

I am trying to understand the cloud levels and cloud tops definitions. For example I see a forecast of 100% medium clouds but cloud tops of 1500 feet. If medium clouds are circa 2000 to 6500 meters I would assume that the cloud tops are in that range.
