Wrong cloudiness flag on vertical axis of Radiosonde skew-T chart

In this Radiosonde skew-T chart for Singapore, the only altitude range 400hPa to 300hPa that has low relative humidity is marked as cloudy whereas those other altitude ranges actually have very high RH but not marked as such.
