I'm not getting the 1 hour forecast step on the radar. It's still only history. I also cannot find any 10 day forecast at all. I don't understand what I'm paying for.

Also majority of other services usually provides forecast for an hour from now, and also that is a kind of modeling of possible situation. 10-days forecast is for other layers, for instance, Windy, Temperature, Rain, etc.
