Why does the Windy app take up storage space in my iCloud?

After I delete that data, it always comes back, even with the iCloud Windy option turned off, after opening Windy or viewing its widget.

We use iCloud for minimum of data that provides better stability and communication between iPhone and Apple Watch Windy apps. However, we talk only about units of MegaBytes.
