      You need to clarify what all the waves / swells mean. It’s very confusing.

        @Numb1944 - use significant wave height for ships at sea. That is the highest 1/3 of seas expected. Max seas will be the highest seas expected. Swells are generated from distant low pressure system and could propagate into the area as a secondary or tertiary swell. These are going to be important for smaller ships that are attempting to manage their route.
