[New snow] layer explain?

I'm hoping someone could help me with understanding why there is a difference between the 3hr & 1hr snow amount?

I've noticed the same when using the other models.

There is also a difference when using the 'Picker' and detail panel.

No snow showing below:

Is this a bug or normal?
