[Feature Request] - "No rain" alert filtering

This has come up a number of times:
I'm resubmitting this at it is perhaps one of the most obvious gaps in the alerting feature.
Being able to match on rain accumulations that are EQUAL TO, or LESS THAN would add a lot of utility.

@kylebarbour Alerts are one of main topics we are working on, however, I am not able to tell when they will be released.

I would also like to point out the importance of this feature(!) and hope, the developers continue with the superior work done so far.
