How can I change the mobile number where to recieve alerts?

The mobile notifications works via your Windy account, same as any other data you get from Windy app. There is no need of phone number to receive Alerts. The notification appears on the LockScreen of your phone and by a number on your profile picture, but never by SMS.
So in case you have a new device, you just need to install the app on your phone and to log in with the same account credentials. -
