Highest temperature is not right

As I understand, "H" means "Highest temperature". But the nearby city "Handan"(45°C) is higher than "H"(41°C). Is it a bug?

If you look at a mountainous region like the Himalayas, it's quite obvious that the way the Temperature isolines are plotted is just very coarse.
In my customized color scale, the white color is close to 0°C. You can see that the Temperature isolines do not correspond precisely to the 0°C zone.These isolines like the Pressure isolines are drawn by Windy, and they cannot be drawn with more details.
