strange rain scale

Today I saw the attached rain scale, not sure how to interpret it. Does the far right suddenly zoom up from 1.5 inches to 3 feet? Or is it really supposed to say 3 inches? Thanks.

The Rain accumulation scale is correct, see why here
But the colors staggering of this scale can be improved as shown here.
