Alarms for ideal conditions

Alarms seem to be designed for extreme conditions.
I watch birds and do stargazing. You cant set alarms including max or no rain. And you cant set anything for clear skyes.
Often you need several alarms for one place to det ideal conditions. You can only have one. I need to combine more alarms as AND or OR conditions.
Can you add more options that go for ideal conditions please. -
