Cloud base: 18km?

18k cloud base appeared in the Meteogram, as if they looked more like clear sky. When the unit was switched to feet, everything was normal. It is known that the cloud base comes from 'Ceiling' in ECMWF. What changes have occurred recently? Or is this a bug?
