VFR/IFR reporting

I've been noticing that the reporting of VFR/MVFR/IFR conditions have been a little off. This Morning on the Island of Oahu at Wheeler Army Airfield its listed as being IFR because a layer of clouds is being reported at 900'. This is incorrect today because that layer of clouds is listed as "Few," and the ceiling is the lowest layer of clouds that is 5/8 sky coverage or greater.
