in a predicted wind for tomorrow
The average wind is stronger than the gusts
Has this happened to anyone else?

Could you show a screenshot ?
Did you observe these speeds directly on the map or in the point forecast panel?
On the map, I can replicate it every day : If you leave the altitude slider at high level, Wind average will be stronger than the Wind gusts, because wind gusts are only shown at ground level. -

This morning it seems it's back to normal I looked at yesterday's metogram the average wind was stronger than the gusts
