Weather warning times

The time range posted for a wind warning does not seem to coincide with the times in the warning description, nor the actual forecasted winds. Are the times posted in UTC? See attached screenshots.

@inAjet I think that the cause of this can be the fact that the weather warning is posted by completely different source than the used model (ECMWF). Weather warnings are standardly made by national organizations.
