Update forecasts

Every time when it is time to update the forecast, for example, the update is supposed to be at 11:00 am. The program update is delayed by at least half an hour

@ابوعايد Hi there, our time information is basically estimation. There is usually a delay of processing all data from providers and there are other aspects that can cause this. Our colleagues have been working on certain adjustments that should help to have more precise info for users.
