It is possibly what you call in Brazil “ Vórtices Ciclônicos de Altos Níveis (VCAN)”.

It is more obvious if you enlarge the view and set Geopotential isolines. Here Wind at 300hPa level is shown with my customised color scale. Winds are clockwise and the geopotential Low is 9702 meters.

It is called “gota fria” in Spain, “gotas de ar frio” in Portugal or “cut-off low” in English.
