In my city at 8 pm today the storm layer is warning, and the Cape index has a value of 83. What is the value of the Cape Form Storm index?
And what does this value 1.5l/km mean in the storm layer?

According to the info icon, the values you are seeing are the forecasted number of lightning flashes in the area of one square kilometer, in one day.
Here is the Cape Index info, it's shown in Joules per Kilogram. Used generally to identify how much energy is available in the atmosphere to form or enhance thunderstorms.

1.5 l/km2 means 1.5 lighting per square kilometre during 24 h. It gives an idea of the density of lightning strikes.
