Напишите пожалуйста , относительно какого давления указывается ветер по высотам. ПРИВЕДЕННОГО К УРОВНЮ МОРЯ ИЛИ СТАНДАРТНОГО ДАВЛЕНИЯ 760 мм.рт.ст. (эшелона)?

Your question is not very clear to me. Winds aloft are displayed at a selected pressure level by the Altitude slider. They are expressed in hPa (hectoPascal) as recommended by WMO. Of course this pressure is not reduced at sea level. Only the isobars and the Pressure layer are pressure at sea level.
In Settings you can change hPa units by mmHg but only for the pressure at sea level, not in altitude.
