WindyAPI special licence?

I am software developer for visually impaired people. Is there any chance to get WindyAPI free licence for the non-commercial application for visually impaired? Thanks.

The application is windows desktop application distributed via classic "setup.exe"

The only windy.com functionality I am interested is to speech out to the user wheather forecast for the geolocated city or country.

Application is non-commercial, so I am not able to pay any fee to windy.com
