VFR clouds ceiling graph versus values

Hi, How should I interpret following:
Between Point 1 and 2 there are clouds in the upper graph that show a ceiling at or near surface. The values show a ceiling between 5000 and 7300 feet. That is a big difference for a Pilot. Can you help me ?
