Can Developers Build Flight Tracking Tools?

Hey everyone, I've been wondering about something and I'm hoping you can help me out. Can developers actually build flight tracking tools? I've seen some impressive apps and websites that claim to track flights in real-time, but I'm not sure how they gather all that information. Is it even possible for developers to access that kind of data? And if so, what kind of technology do they use to make it happen? I'd love to hear your thoughts and insights on this!
