Top banner color in browser version on iPad

There is now a big bright red banner on browser version. I would prefer a grey color.
Who decides on this color ? Is it Windy or Apple?

@idefix37 I see Safari browser, but on which device? Is that iPad? I am not able to replicate this visualization to be honest.
UPDATE: I already read the title, however, I tested more iPadOS versions, 15.4 included, and I can't still replicate it.

So which color are you getting for this banner ? Previously it was white. -
@idefix37 I discussed this with colleagues and it is related completely to settings and version of iOS and we cannot do much with that.
