I bought the windy app for my phone for $14.99 and then was offered a lifetime subscription, as an upgrade for $270.49
After I accepted the upgrade, they charged me for both! and did not credit me for the original $14.99. Thats just not right and there is no way to file a complaint or even contact them? WTH? -

You are probably talking about a mobile app called windy.app with a blue logo. You are here on the user forum from windy.com with a red logo. Both have nothing in common.
So you should contact this app about your billing.
