You are right.
And this plugin works even at high latitudes where these rings are not circles because of the Mercator projection.

Range rings are a set of concentric circles labeled by distance from a point on a map. They allow to give an estimation of the distance from that point. But in Windy there is the Distance & planning feature which can be used for the same purpose.
