Hello, my name is Carl and I am trying to find official guidance that WINDY is an EWINS (Enhanced Weather Information Systems) approved for FAA pilots?

I am referring to the AVIATION WEATHER SERVICES Advisory Circular, AC 00-45G.

I have searched out forums for EWINS or Enhanced Weather Information Systems and came up with nothing,

Any official guidance to pass along?
