This (see image) should show l/m² (litres per square metre which is equal to mm used elsewhere on Windy) I believe.

I agree, it’s not clear for someone who don’t know these units are concerning lightning.
It is mentioned in the description of overlays in the FAQ (See Thunderstorms)

I don't think there's a SI symbol for lightning but ⚡︎ should make it much clearer what that number is meant to represent as there's no alt text explaining it on neither the pin drop flag nor the density scale.

l/km2 means lightning per sq km
Nothing to do with rain amount.
