I want to send an alert when "the wind is greater than 3bft or the rain is greater than 10mm", but the system seems to think that it sends an alert when "the wind is greater than 3bft and the rain is greater than 10mm". I can't find a place to switch OR/AND. Do I need to create a new alert?

Yes, you are right. The Alert system in Windy only works with an “and” logic operator when you set 2 parameters like Wind and Rain.
        “or” is not supported.
But I heard that Alerts will be shortly improved.
So the workaround is to set 2 Alerts at close locations. Remember that ECMWF model has a 9km resolution, so if your alert locations are 1km distant this is not important.
