Hey! I've been thinking about this for a while now, I think there's one thing that could be useful in this application.
you should cooperate with the Finnish weather company. I don't think this would be a bad idea at all!

@Suty Radar data in the states is also 12 min lagging behind/delayed too. Shows a heavy storm 1 min ago and that radar storm is well past. Also possibly try to clean up a little of the virga on the radar. Btw who does the radar? its pretty good otherwise. Thanks.
