Question: the indicated cloud base height for a certain location,
takes into account the cloud cover (>50%, e.g. BKN or OVC)
or is displayed ever for FEW or SCT clouds?

It takes into account cloud cover >1%. But we are thinking of adding new ECMWF Ceiling parameter which has threshold at 50% cloud cover. See this article: https://software.ecmwf.int/wiki/display/FCST/43r1+new+parameters%3A+Ceiling
