      What does "--" mean in the line Ceiling (Wolkenuntergrenze)?
      Why cloud tops (Wolkenobergrenze) but no ceiling?

        CEILING [ICAO]- The height above the ground or water of the base of the lowest layer of cloud below 6,000 meters (20,000 feet) covering more than half the sky.

        In a location you may have cloud base (or top) at xxx feet but no ceiling if clouds cover less than half of the sky.
