We use some 3rd party TimeZone database and if problem is inside we have a little chance to solve it

Still wondering if there is any way to correct our Time zone. It seemed to have been 'fixed' but then reverted BACK to the wrong time. I understand that you use software from another site but perhaps you could switch to this one: https://www.timeanddate.com/worldclock/usa/unalaska
it appears to show correct time all over the planet.

I will check. Doeas the problem still persist? Does it fall to UTC or some neighbouring zone?

When I go to "unalaska" it reports "America/adac UTC-09:00". Is that correct?
