New layer suggestion: Desirability

Would it be possible to have a layer that expresses how close the conditions are to a given ideal across the country?
For example: as a landscape photographer, I might go where it's not too windy, allow a small amount of rain, pleasantly sunny and in the summer, not too hot (I might also have either high- or low-tide in mind). For mapping with the drone, I can choose a location where the wind is very low, is overcast/cloudy/misty, temperate. I expect hikers and beach-goers would have different preferences; that's the point.Currently, planning where to go involves jumping from one layer to another, "temperature says go west" "but that'll rain out there" "east is too windy" etc. This would kinda take the favourites/alert system and spin it on its head - first let me specify the desired conditions and it would display a layer saying where in the country is best for a given activity.
