      I enter all of my payment information and it gives me a message something like "we appreciate your business but can't subscribe" I don't remember the exact wording. It says to contact help, but does not provide me with an email or phone number to contact. I guess this is the only way. I did not see a topic for "help" here.

      Poor way to be able to contact anyone for help so far. I may be old fashioned, but in my business if I depended on customers to subscribe to make a profit, I would certainly have an easy way for my customers to contact for support. Even if it lead to more expenses and less profit.
