Every time I access the Radar+ layer, I'm given an error message that "Location access for Windy is turned off."

This is an intentional setting by me - I do indeed have location permissions denied for the app. This is not a mistake.

I wonder if it is possible to respect this setting and not alert me every time? It may be an Apple / Safari bug, and if so, I can file a report with them.

Thanks

I will forward it to colleagues, but not sure if that can be anyhow managed.

Those have location permission set to Deny, and do not re-prompt me every time.

However, I am still hoping this can be resolved. What seems to be happening is something in Windy is trying to acquire my location, even though I haven't requested that (all I did was change layers). I'm wondering if this extraneous location request can be removed, which would in turn stop this prompt.

It's known as a “Safari web app.” Basically you turn a web page into a local app. It's handy for sites that you use frequently or want to leave open. Anyone with a Mac can reproduce this.

This may be a problem only Apple can solve, and if that's the conclusion, that's fine. I just wanted to check in here.
