Do you need a cellular plan for windy to work on a Galaxy watch?

Do you need cell plan for the watch itself to get the watch app to show current weather at your location?
I thought it was running fine then it got stuck on Albuquerque weather. Uninstalled and reinstalled now it can't get location.
The watch is connected to my phone through Bluetooth and I have the app permissions set to allow location.

No, I don't think a separate cellular plan is needed for the watch to have the watch app display the current weather — as long as the watch is connected to your phone via Bluetooth and the phone has a network connection Wi-Fi or 4G/5G and location permissions are properly granted. -

I had a similar issue make sure location services are also enabled on your phone and that the companion app has background access. Sometimes restarting both devices helps sync the correct location to the watch.
