Not to be absolutist here: but if any organization would know about global radar resources - it would be the US Navy.

@rudy25 BOM do supply those data for free. I'm not sure about their distribution policy tho. You can have access here: ftp://ftp.bom.gov.au/register/bom035/5f0dnLJt/radar/IDR*POL.201807131906.txt

We ingest this data regularly in our data platform were I work. The raw data is in RAPIC format, which we wrote some parsers in Python. I will ask the if we could open source the parsers, but should be a no brainer.
