Unable to get premium update after purchase

I just spent $18.99 to get the premium status on my phone and I login and nothing happens, I go to restore purchases and I get the following message. “We didn't find any purchases to restore. All purchases are linked to your Apple account. Make sure you are trying to restore your purchases on a device with the same Apple account you purchased your subscription with.”
I am most definitely using the same account. This is extremely frustrating.
Please refund or help me establish my premium status.Why is this so complicated?
