'Windy.app' Lifetime Subscription

Hi all,
I am thinking of purchasing the app named 'Windy.app' but I have a couple of questions:
(1) Price
When I look at the ‘Lifetime’ option on the windy app on the iphone, I get a cost of $249... but when I look at the ‘Lifetime’ option on the windy app on the PC, I get a cost of $109.99. What is the difference here?
(2) Access:
I use my lifetime subscription across multiple devices if I purchase the app via website or via apple / android app?

windy.app with the blue logo has nothing to do with windy.com (red logo).
Personally talking, I don't trust "lifetime" subscriptions.
I may live for the next 50 years, but I'm not sure if windy.app still exists then.
