I guess you are talking about Rain, not Temperature, nor Wind or Gusts. You could be more explicit.

If you mean Rain, this has been explained many times on the forum.
Windy does not display rain amounts below 0.1mm. So if the model predicts 0.09mm, 0.04mm, 0mm, you’ll get no rain in the “1 hour” table but for 3 hours that makes 0.13mm and this amount will be displayed in the “3 hours” table.
By the way, 0.1mm is about nothing.
