Wrong CO levels shown

I hope all is well with the Windy team.
I’ve noticed the CO levels are extremely high in the Pacific southwest of the USA over night.
At 6AM on 12/6 Phoenix, Los Angeles, San Diego levels were above 900 ppb according to NOAA weather on my iPhone.
When I look at Windy weather CO levels it shows 150-220 ppb for the same location.
Why are the readings so different?
Why are the levels higher over night? -
Since the CO levels in Windy are different from NOAA, are they wrong?
In Windy, the CO data is provided by Copernicus (CAMS).
This is the total amount of CO in a column from the ground to the top of the atmosphere. The data is emitted by satellite sensors and then predicted based on the motion of the atmosphere by ECMWF.
Does NOAA use the same reference? It could be at ground level ?
It would be nice that you give more information about this NOAA data. -
