You already got answer to this question one year ago.
Thank you for the previous question. Now I would like to know about the Cyclonic Vortex (VCAN) in Ceará.

Cyclonic Vortex at High Atmospheric Levels, a meteorological system that typically occurs in December and January during the pre-rainy season in Ceará.

Is it possible to predict or identify the formation of this cyclonic vortex (Vcan) on the map?

Please keep in mind that the winds in cyclones (barometric lows) in the Southern Hemisphere, go clockwise.

Thanks for this link.
These cyclones are subtropical, which means they are not monitored by the specialised weather centers
https://community.wmo.int/en/tropical-cyclone-regional-bodies
So they are not shown in the Hurricane tracker in Windy.
As explained in the article they are low pressure areas with clockwise rotating winds. So it is necessary to look at the Wind layer, with Particles animation turned on and with pressure isolines (isobars).
Then they shows strong winds.
You can denote also a hot core compared to the cold core of a extra tropical cyclone. You can check it with the Temperature layer and the Altitude slider set at 700 or 500 hPa.

Do you mean a tropical cyclone with very strong winds or a normal extra tropical cyclone (just the opposite of anticyclone) ?
