Why do the arrows point away from the wind instead of where it’s coming from? ie: A west wind is coming from the west.

Yes, a west wind is coming from the West. But do you think that the motion of the "animated particles" you call arrows would be intuitive if they were flying against the wind ?
They fly logically with the wind.
